If URL doesn't match baseURL, creating a inline actions JIRA issue results in "Unable to get a list of linked JIRA servers from Confluence."

      Steps to Reproduce:

      1. Note your baseURL
      2. Create an application link to (for example) https://jira.atlassian.com
      3. access your instance via a URL that isn't what you've set in your baseURL. For example, I used http://127.0.0.1:10540/confluence
      4. Attempt to create a JIRA issue via the inline action popup

      This results in the following:
