Turning external usermanagement off in Confluence, after it's been delegated to JIRA, is a "bad thing" and should not be done. View the screenshot for examples of the errors it can cause.

We should write prominent documentation to indicate this - just a note on the c.a.c. explaining how to set up integrated user management. (I would do it right now but c.a.c. seems to be down).
