Attachments appear to be stored locally on the server. This means not only do you have to get storage space allocated on an Oracle db but also on the server (for attachments). It also means, not only do we have to backup the Oracle db but also the server storage to cover off the attachments. It complicates resource allocation, backup strategies and increases implementation costs.

It would be better if there was an option to store attachments in the Oracle database.
