IE - Image has scrollbar in a page layout

The image has shrunk correctly, but has a scroll bar on the bottom, which it shouldn't and I don't believe it does in any other browser.

Also, while trying to get the cursor onto a new line under the image, I got it between the image and that scroll bar and was adding space there by hitting enter.
