menu bar is shown in middle of page when Hide Tools toolbar button is clicked three times

When i click the Hide Tools button the top menu is hidden as expected. When click the button again the the top menu is shown, however when i click the toolbar button a third time the top menu is hidden however the toolbar is shown in the middle of the page.

I'm not clicking fast - i'm letting the action complete before clicking button again.
