ok, see the attached GIF file. This was done in IE10 with IE9 Compat Mode but you can see the same behaviour in normal IE9.
If you switch IE10 back to IE10 mode, it works fine.

Ignore the button labels not showing, its because of my VM

Document mode is IE9 Standards, Browser mode is IE9
