Directly downloading an attachment will fail if not logged in

      Steps to Reproduce:

      1. Add attachment to page and copy URL
      2. Log out
      3. Enter URL
      4. Log In

      Expected Results:
      The attachment should download.

      Actual Results:
      The attachment doesn't download, and user is given a 'Not Permitted' error.

      Workaround:
      Entering the URL again after logging in will allow the download to proceed.
