Include encoding information in Database Setup for Oracle page

      Encoding requirements are not listed explicitly in Database Setup for Oracle documentation although it has been mentioned in Configuring Database Character Encoding documentation:

      The recommended encoding is Unicode UTF-8 (the equivalent for Oracle databases is AL32UTF8).

      I see that UTF-8 encoding information are mentioned in other databases main pages e.g. MySQL, PostgreSQL. Some customers may stumbled upon/search for Database Setup for Oracle documentation and missed out the encoding part so its best to include this information in the main page as well.
