Activity Stream actions don't appear

      The docs for the Activity Stream Gadget say:

      Note that you can vote, watch or comment directly on JIRA issues in the activity stream (if you have the appropriate permission), using the links provided.

      The screen shot above that text shows links next to each issue to perform these actions, but I don't see any of them on the JIRA instances I've checked.
