Global Templates setting page does not respect the language setting in User Profile

Steps to reproduce:

Scenario 1

1. Enforce your JVM to Deutsch with the following parameter: Duser.language=de -Duser.country=DE
2. Set Confluence language to Deutsch
3. Set User Profile language to English
4. Go to Confluence Admin > Global Templates and you can see that there is a language mixed (Deutsch and English) instead of just English:
   

The expected result is - all wordings should be in English.

Scenario 2

When you set the User Profile language to Deutsch, the wordings are all in Deutsch which is an expected behavior except for Decision BluePrint section which remains in English:

1. Your system locale is set to English
2. Set Confluence language to English
3. Set User Profile language to Deutsch
4. Go to Confluence Admin > Global Templates and you can see that there is a language mixed (Deutsch and English) instead of just Deutsch:
