Links to pages that contain turkish character 'İ' break after flushing the cache statistics

Step to Reproduce

1. Create page with the character 'İ' in its page title.
2. Create a link to the page .
3. Flush the cache Confluence Admin>>Cache Statistics>>Flush All
4. Go back to the page with the link. You will see the link is now broken.

This is tested with both Firefox and chrome. Please note that this bug also occur after the Confluence restart. This bug does not occur with other turkish character.
