copy and paste of image into editor does not attach the file on Windows

    Description

      This behaviour seems to be cross browser on Windows.
      Could not reproduce on MAC

      Steps to reproduce

      1. right-click on an image and click Copy Image
      2. in the editor, right-click and Paste

      The picture will be inserted into the image but will not attach.

      Drag and drop still works fine on Chrome

      Reproduced on IE9 and Chrome.
