Set Horizontal Rule Default When Creating Headings

      Currently, if you create a Heading, the Horizontal Rule will not be created by default as it used to be in older versions, now you need to manually insert it via Insert > Horizontal Rule.

      It would be nice to make it show up automatically so users wouldn't need to manually add it.
