Cannot link properly to anchor generated from Table of Contents

      Using advanced linking to link to an anchor on another page in the same space. This is an automatically generated anchor by using Heading formats and creating a table of contents. I haven't tried doing the same thing by manually creating the anchor. What I've experienced is that sometimes it works and sometimes it doesn't. When it doesn't work it's because the link reference generated is incorrect. For example I will type in the link reference

      Email Notifications#Session Cancelled

      but when I check the link reference again immediately it saved at

      Email Notifications#Session Ce
