When you have a Horizontal Rule at the top of an area, it is difficult to put something above it. Often, hitting enter just puts more horizontal rules on the page. Also, as described in CONF-14672, users have difficulty moving and deleting Horizontal Rules while editing pages in Confluence, and a good improvement would be having the ability of selecting it so that users can delete and move it to a different position with more ease.
