THIS HAPPENS ONLY IN THE DOCUMENTATION THEME.

I have the 5.1.2 version of Confluence installed and in "edit pages" - with the editor - the entire section (below the blue header) goes down about 20 pixels which makes the entire page scroll down below the fold which in turn causes right scrollbar to appear.
