I have tested this in the latest DR6 for 1.4 as well as the shipping 1.3.5. Repro's the same.

Take the following text and put it on a Conf page...

• Bullet

  Heading 2...indented??

  Heading 2...still indented??

Heading 2...ok not indented now

The bullet item should not cause either heading below it to get indented, should it? Adding a blank line works around the problem. See screen shot for the results.
