Space that allow Anoymous Access can be accessed by all User

      Description.
      The Anonymous Access permission in the space should not affect normal Confluence user but actually once Anonymous Access permission is enable, all the user will have those permission in the space as well.

      Step to Reproduce

      1. Create a space.
      2. Go to Space Tools >> Permissions
      3. Remove all the group in the Group Permission
      4. Edit the Anonymous Access >> Select All >> Save all
      5. Go to Confluence Admin >> Edit Permissions >> disable Can Use Permission Under Anonymous Access.

      Expected Result

      1. The space can only be access by user that have been given permission.

      Actual Result

      1. All the authenticated user in Confluence is able to access the space.
