Configure default behavior of attachment link in attachments macro

Currently the default link of documents in the attachments macro is download and edit in office is hidden/available in the tools menu on the right which is not obvious.

If the default link would be Edit in Office (for office documents) one would easily use Confluence for document management.

One could easily use a list for order of actions for all documents, provided that unavailable actions are sorted out at rendering time.
If this order would be:
Edit in Office
View
Download
Properties

For Office documents the default action would be Edit in Office.
For pictures/movies the default action would be view.
For executable files would be download.
