Use error page if Confluence is running but missing JDBC drivers on classpath

      See the attached gif. This occurs when starting up Confluence without the JDBC drivers being set on the classpath.

      We should at least show the 500 jsp; it would be better to handle this with a Johnson event, which is what we do, for example, when dealing with a corrupted applicationContext.xml.
