Enable administrator to change loglevels at runtime

      Have a log management feature like JIRA: an Administration screen that allows you to configure the log4j levels.

      We should ship with at least two pre-defined levels: "Production" and "Diagnostic", and an push-button way to switch between the two. (And another button to mail the current log to support?)
