atlassian-mail.cfg.xml saves itself as XML declaring a UTF-8 charset, but it's not necessarily saved in that charset - so if you get the charset wrong and it's written out, it may create invalid UTF-8 characters and refuse to load itself.

We seem to get this a little too often when we save XML files.
