Popular Labels display overflows the space allocated; overflowed items not clickable

      The list of popular labels overflows that allocated space, and the labels that stick out cannot be clicked. Screenshot attached.

      Workaround is to widen the area by narrowing the sidebar. Annoying but effective, and a clue to the cause of the bug.

      But it's really ugly to look at, so you may want to rate it major.

            This has been fixed already as part of CONFDEV-15047, first shipped in 5.1 (34c3e05f21c1570e4155bd10a21c64f463544150).
