Text function addes extra characters to cell when using "m" for format string

When using a text function to convert a value to months, the office connector renders incorrectly.

Expected:

Actual:

The cell which says "December 31" should say 12.

The function used below is: =TEXT(A3,"m"), where A3 is an empty cell, and therefore represents the date 1899-12-30.
