All Updates replaces username with actual name in mentions only when the username has non latin characters

      When using "@" mentions in Confluence, Dashboard All Updates normally display only the username (not the actual name). If the actual name contains any non Latin characters, Confluence then replaces username with the actual name..

      Repro steps:

      1. Create an username.
      2. In the actual name, introduce a string containing non latin characters, i.e.: John Stærk
      3. Add comment to a page, with a mention to John Stærk and any other user whose name contains only Latin characters.
      4. Go to the dashboard and check All Updates. John Stærk is displayed while only the username (and not the actual name) is displayed for the other user.

            As per STRM-2133 and CONF-29740 the issue is two fold:

            • CDATA is incorrectly written to the bodycontent for non-ascii user names
            • the All Updates does not render the Full Name for user links

            Dashboard update of comment: The 2 names with special characters are shown correctly. The 3 name Signe Skovbo is shown as a number.
            All three should be human names not numbers.
