      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      Currently Confluence sends notifications when attachments are added to a draft, existing page, or comment, even before the content is saved.

      These attachments are generally going to be embedded in the page somehow, so we shouldn't send notifications for them - the edit or comment notification will suffice.
