Description
When you create a link to an undefined page, you should be able to open it form the editor and it opens in a new create action.
It looks like we've broken this feature. It's missing /wiki from the URL for PUG.
Steps to re-produce:
- Open a new page
- Use autocompelte to link to a new page [my new page (then keypress down and select "Create link to new page")
- Hit enter
- Click on the link and select "Open link"
Outcome: Loads a 404
Expected: Should load the create page action with that page title
