Unable to switch editor modes or default edit mode

      Confluence 3.1 EAR/WAR installation
      Windows Server 2008
      Tomcat 7.0.29
      Java JDK 7u6 (64 bit)
      MySQL 5.5.27 (64 bit)
      MySQL JDBC Connector 5.1.21

      After switching to a new server my users are unable to change from Wiki Markup to Rich Text and the other way around.
      Users can only use their default edit mode and are unable to change their defaul edit mode setting.
