Ability to turn off profile pictures generally

      Some customers wish to turn off profile pictures for the whole instance.

      We previously had a similar improvement request to turn this feature off on a space-basis: https://jira.atlassian.com/browse/CONF-10017, however this particular request would be to provide such an ability in general.
