Create the ability to set the target for a link

      Currently in 4.3 you are not able to set a target for a link. By default if you click a link it uses the same page you were browsing on to go to that link.

      For link to other confluence pages that is fine, but if you are linking to external website, I prefer the ability to have the link navigate to a new tab or window. This is commonly done in raw html with (target="_blank").
