When searching using a modified range, pages which were modified in the range do not show if they were created and modified outside that range too

Symptoms

When using a search with a modified range, you would expect that any page that is modified at any point during that range would show up.

What we are seeing is instead that results will only show up if one of the following is true:

1. The most recent last-modified date is contained in the range
2. The created date is contained in the range

If there is any page which was created before the range, modified during the range, and then modified after the range again, then it does not show up in the results.

Steps to Reproduce

1. Find a page which was created and modified at least twice all on different dates
2. Search for a range which includes only one of the modified dates other than the creation and latest modified date
3. Observe that the page does not show up
