Add support for Personal Licenses (2 user)

We need to add support for personal licenses including:

• ability to generate personal licenses (on website)
• recognition of personal licenses (within Confluence application)
• user management updates to disable Confluence if users are greater than 2 and instruct administrator/user to remove users so that total users = 2 or less. Plug the fact that they can purchase licenses for additional users at http://www.atlassian.com/confluence
• update footer so that when running on personal licenses it reflects this in the footer. Include links back to http://www.atlassian.com/confluence
