Problem Description

Users under administrators are unable to preview Global Template in Confluence OnDemand version 4.3-RC1. It will just stuck on the edit mode, while the preview button or save button are grayed out. However, you could still navigate away from there by clicking the breadcrumb on top. Download version of Confluence also can replicate this issue if they are only assigned to Confluence Administrator permission and not with System Administrator.

Step to reproduce

1. Login with user under administrators group (OnDemand) or with user that has Confluence Administrator right only for Download version of Confluence
2. Navigate to Confluence Admin >> Global Templates
3. Add some template and preview it
4. It will just load indefinitely, without showing the preview of the page
