Some Confluence plugins are incorrectly displayed as "user-installed" plugins in the UPM

      The "user-installed" plugins section is cluttered with a bunch of plugins that are not "user-installed":

      This has two problems:

      a) It clutters the user-installed list and makes it harder for administrators to see what they have and haven't installed.

      b) Allows OnDemand customers to disable plugins that they otherwise should not be allowed to disable.
