It would be nice if normal Confluence user is able to add watcher into a page as mention feature is only notified when they are mentioned

If a confluence administrator has the ability to grant this permission to normal user, might be another possible solution

Possible implementation.

• Facebook like tag
• Where the added users and administrator are able to remove it
  • Users added only able to remove his user name from the watcher list
