Wrong encoding in blog comments.

      Windows 7 x64, Google Chrome 18, Opera 11.62

      First time sended blog comment with non-english characters appears in wrong encoding (see image). Also, notification emails has same issue.
      Input language - cyrillic (russian).

      Preview function displays comment in the right encoding.
      After the editing of that comment it became work properly.
