Link to attachments with special characters (i.e "@") does not work

      When you create a link to an attachment with special character like ("@") the link gets garbled and does not work.

      Steps to reproduce:

      1. create a page
      2. attach a file with "@" in the file name
      3. attempt to create a link to this attachment
      4. observe that the link does not work.
