No spacing between page first paragraph and table

      Reproduce:

      1. Click Add > Page
      2. Enter some text for first paragraph
      3. Insert a table after that text

      Result: There is no spacing between the text and the table. Looks bad with H1/H2 headings and their horizontal line (see attachment).

            This issue should be fixed in 4.1.9 - there was a regression from CONF-24488 that was later fixed.
