When creating a template in wiki markup, {panel} is ignored within a {div}.

For example:

{panel}
Some information
{panel}
{div}

When the page is previewed with the template editor, it appears to work correctly. When the template is rendered in the rich text editor, the wiki markup is shown instead of rending the panel.
