The RTE is meant to strip out any extra <p> tags it adds between macro place holders. However, on some occasions it appears that it doesn't do this successfully. In this instance, two sets of phantom paragraph tags have been inserted into the HTML, despite there being no empty space at the top of the page.

I cannot delete any more white space when I am editing the page.

EDIT: It may be worth noting that this page was converted during a migration from 3.5 to 4. Could it be that there was something wrong with the conversion process?
