TOC Macro does not work for Japanese headings

TOC Macro does not work for Japanese headings ....

he TOC macro does not work correctly for Japanese headings in Confluence 4.0.3.

For example,

creates following table of content.

熊田

However, clicking any of the link always points to the first heading.

The actor point always becomes '~'
