The fix for CONF-23578 goes part of the way to solving double-bulleted lists in Chrome. However, doesn't account for when tinymce content events occur, such as cutting content from or pasting content in to a list.

With the exception of indent and outdent, the fix for CONF-23578 should be extended to account for tinymce content events.
