I'm pleased to let you know that we have released Retention Rules in Confluence Data Center in 7.19, see our release notes for details.

Please see our documentation for this feature, it'll allow you to set the maximum number of attachment versions per this issue's requirements.

We have pages that contain attachments that are updated regularly (i.e. once a day).
We do not require a full history for those attachments.

It should be possible to limit the number of attachment revisions for certain spaces/pages/attachments.
Once the limit has been reached, the oldest revision should be removed automatically.
