Confluence allows to anonymous to see Labels menu

    Description

      Anonymous user can open labels dialog i.e. anonymous can see a pencil icon. This is a bug. Anonymous user doesn't have to see this dialog. When anonymous user try to remove or add a new label nothing happens. It is correct, but in the version 3.5.13 anonymous user can not see pencil icon to edit labels.
