Create option for a popup during login which the user must accept before login is processed

      Some customers would like to have a popup that displays some text, (such as a disclaimer or company policy), that must be acknowledged before the user is allowed to login. As well as the option to display a popup, there should also be options for how often it is displayed, such as once per user or on a periodic basis.
