Cannot access anchor on 4.0 page

      Accessing a page anchor does not scroll down to the anchor location but just displays the top of page.
      example:
      http://confluence.atlassian.com/display/JIRA+Issues+Macro#displayingalistofjiraissues
      (I validated that "displayingalistofjiraissues" is a valid anchor within his page)
      The page does not scroll down to the location of the anchor.
