Browser Prompt to Save or Open 'attachfile.action' When Attaching a File With an Ampersand in the File Name

      When I attempt to upload an attachment from my file system and the attachment's file name has an ampersand '&' character in it, a browser dialog box appears asking me whether I'd like to open or save 'attachfile.action' (see the screenshot I've included).
