Attachment removal notifications are sent to space watchers when a space's trash is emptied and there are paged with attachments in the trash.
Emptying the trash is an administrative action, as per CONF-4939, so shouldn't send these notifications.
Seen in 4.0, but I'm pretty sure this is an existing bug in 3.5 and earlier.
