When exporting a space, all the attachments in the system are iterated over in memory to check whether they're in the current space or not.

This is done in the com.atlassian.confluence.pages.persistence.dao.hibernate.AbstractHibernateAttachmentDao.IntraHibernateAttachmentCopier
