Activity Streams plugin does not pick up the right language from Confluence server, instead picks up language of Java language settings.

    Description

      Hi,

      When the Confluence server is running on an English box i.e. the Java system properties for language and country are set to "en" and "EN" respectively, but Confluence is set to run in German in the Admin configuration, the Activity Stream plugin still displays in English.

      We have to tell the customers to start up JIRA with different Java system properties to fix this issue. It'd be better if the plugin just worked.
